First of all, CWE acronym could be used with the meaning of "Collaborative Working Environments" but then it seems to be limited to the scope of workplace while the meaning of "Collaborative Web Environments" seems to me not limited to the workplace but rather broad enough to cover all the Knowledge Society scope which is directly related to the Lisbon objectives.
CWE as "Collaborative Web Environments" would allow EU citizens to really enter into the Knowledge Society if and only if every EU citizen can be provided with his own eSpace that would be built on "Collaborative Web Environments" principles and would provide networking services with other EU citizens and worldwide potential contacts.
Knowledge Society will become a reality when and only when EU citizens will get access on their individual eSpace to on-line existing knowledge resources through on-line knowledge connection principles in a way that would exponentially generalised collaboration and business opportunities (application of the Reed's law of Group Forming Networks). This GFN law has already been validated by great business successes like eBay and Skype.
Furthermore, looking at existing research studies about the innovation process, it appears quite obvious that innovation requires a high degree of ideas maturity and multidisciplinary collaboration which means a quite long period of time where at least one single multidisciplinary person play the active role of knowledge hub. CWE as "Collaborative Web Environments" would be the perfect instrument to share knowledge and speed up the way to reach a common understanding and consequently speed-up as well the innovation process. Groups of people, either professionals or not, could be formed by mutual interest through on-line knowledge connection where creativity would be stimulated by the sharing of concepts within on-line communities (as demonstrated by the use of Wiki like Wikipedia). They could quickly build new concepts and get great ideas that would potentially lead to breakthrough innovation. CWE as "Collaborative Web Environments" would also be inclusive as there is no more differenciation among remote players within this on-line world where disabled people would be able to overcome their handicap through the use of appropriate technologies.
CWE as "Collaborative Web Environments" is inclusive as no-one could be excluded, is interconnecting knowledge resources among people and enable faster emergence of breakthrough innovations.
